Normally these are separate holes but with siamesing them together you get some more air flow.
You should do the same on the other side of plenum.
"Frisbee" is some sort of weight that is held on water pump pulley with four bolts.
It is there for balancing, but you can remove it and be sure that
nothing will be wrong.
