Hi and welcome to the german corvette forum.
If you are joining the US Forces you can ask at the junkyard inside the baumholder barracks(for civil cars) for information; maybe you will get assistance by them, eventually they are able to fix it.
If I am not wrong your 1988 Corvette has usually the parking brake assembly integrated inside the rear disc brake calipers, possible faults are seizing of the piston or the mechanical parts inside the caliper. Don't forget to check the cables, maybe they are seizing causing by corrosion.
