Have you checked if the cables aren't seizing?
On the rear caliper is a lever where the cables are fixed to, let apply the parking brake by a second person and check at the calipers if the lever is moving for round about 1/2".
If not, the cables stuck inside their wrapping, maybe caused by corrosion during the shipping overseas in a container by ship.
If the lever moves, there is a fault inside the caliper.
Or does your Vette have seperate drum brakes for the parking brakes?
